I think it's too early to make that call. Tua is used to throwing his receivers open. The issue with that is he can't because:
1. Our receivers don't get separation.
2. The OC doesn't open up the playbook...which may be a result of #1. Rarely are there calls to threaten a defense deep or even intermediately.
We only have viable receiver in DeVante Parker, and he's bottom 5 in average separation. Gesicki is near the bottom as well. Even when our #2 Preston Williams was healthy, he ranked near the bottom too. Tua didn't walk into a situation like Burrow: Green, Boyd, and Higgins at WR with Mixon at RB. Nor did he walk into Herbert's situation: Allen and Williams at WR and Ekeler at RB.
The offense seems like it functions better with Fitzpatrick because he's a gunslinger who doesn't mind throwing the ball up for grabs, opposite of the rookie. It's also why there's a constant fear that he'll turn the ball over as his play is up and down, you don't have to worry about that with Tua.
