Fashion by definition is culturally defined as what is popular. A skirt is just a skirt until society deems it cute, then it becomes fashion.

And if the latter is in reference to the American Urban Black Male attire, thats crap. The outfit isn't culturally significant to the hood, to hunting, or to good taste anywhere.
