Lets not forget, when other team defenses like Pittsburgh, Baltimore and New England were performing at a high level they had all the foundations in place with a good safety to top it off. It really just boils down to having all the necessary components that make a good defense.
*But, the positive is, Berry would be a step in the right direction. Its going to take one step at a time.

We have serviceable stop gaps that we can win with in:
Chambers
M. Brown

Waters
So....hrmm....looks like we have even more holes on offense then we do D.
Sign Wilfork/Hampton, gimme Berry or a WR in the 1st, two LB's in the second, and develop the young O-linemen you have and draft a few more in the later rounds.
At least that is what i would do.
