I get where you're going, but keep this in mind. About 3 years ago I remember Josh Freeman being looked at as a round 2-3 QB by what you saw from him at K-State. He went in the first, and outside of last season where the entire team shat the bed, he's been a really good selection by the Buccaneers.
I'm not saying Tannehill is going to be Freeman, it's just they both have/had a lot of untapped potential and you're investing into that. The risk in taking a shot on that untapped potential is much less from a financial standpoint now, so the value for those potential franchise QB's will be higher. If they had high floors, they wouldn't escape the top 5 and the possibility of making this a thing is basically none.
