That means that the scoring team was going to score a rushing TD or kick a FG in the vast majority of situations. An INT is more of a minus than a passing TD is a plus. That's why a 1:1 TD to INT ratio is terrible. Matt Cassel was 1:1 last year, and he was at the bottom of the league in terms of effectiveness. It's why the Bears only won 6 games despite having an average defense. They threw 27 TDs, but they threw 27 INTs. They ranked near the top of the NFL in TD passes and right in the middle in total defense. Any coach would prefer a half with 1 passing TD and no pics over 2 TDs passing and 1 INT all else being equal.
