They may as well just make the rules where a defender gets two hands on them and it's a sack. Not a touch but grabs him. No tackle needed and he can't throw it away.

I used to laugh at these ideas but I've been presenting something similar to what you are saying.

OR

No helmet to helmet, no late hits. Everything else is free game. (How it SHOULD be)
