Nineteen-year-old Rico Starks surrendered to police shortly after 11 p.m. The standoff lasted about two hours at an apartment complex at the 2200 block of North Hartford. Starks is suspected of killing 18-year-old Mark Jordan. He's wanted for shooting with intent to kill and second-degree murder. He has been booked into Tulsa County Jail. Officers also had to deal with the crowd that gathered outside the complex. A shot was fired at officers from the crowd, and police cars were attacked. Reinforcements were called in to get the mob under control. |
