I thought the PUP list was essentially IR-to-return. What's the difference between the two?

Pre-Season PUP:

A player who, as a result of football-related injuries, is unable to take part in training camp practices may be assigned to the preseason PUP list. Players can be moved off the PUP list to the active roster at any time, even after one practice. IR:

Good news is that it's 6 weeks until the first game, so that helps him being able to play this year at some point.

I'd say let him heal and start getting him reps in practice in week 5 or 6, then slowly bring him back in the 2nd half of the season.
