My understanding is the offsetting language would only prevent him from "doubling up" on signing bonuses by collecting the Chargers bonus & then after being released sign with another team for another bonus. If that happens he's still getting the money it's just coming from the other team instead of the Chargers.
The fact that the Chargers are even worried about what happens if they release a #3 overall after one season is a whole different issue.

To me, both sides are idiots in this. Bosa will likely lose $10+ million if he sits out for the year, and the Chargers will have effectively had their 1st round draft pick stripped. It's dumbfounding that they can't reach an agreement.
