I'd imagine that at least 10 teams will claim him and he'll obviously go to the team with the worst record.

I think every AFC East team will claim him and maybe even every NFC East team, if for no other reason than to block him from joining a rival in a tight race.

I could even see a team that doesn't need him at all claiming him and making him inactive each.

And yes, the Chiefs should absolutely claim him, if for no other reason that if he goes unclaimed (which is absurdly unlikely), he could sign with a division rival or potential playoff opponent.
