Cable modem ? techies know anything?

What would be the problem if I can dl anything fast like 280-300kb sec but loading pages is extremely slow and sometimes has to be refreshed? It has been like this a few months, i know when i unplug the modem and plug it back in it goes hella fast like it should for a few min then goes back to its normal "slow" self and when i mean slow it is slow, heck half the time i have to hit refresh, just a major lag. It always dl's files at top speed, it's very mind boggling and im ready to bitch out my ISP or is it my pc?? It used to always be superfast then one day it went down this summer and came back up and was never the same.

I am getting a new pc next week and get it up, im hoping it goes fast again like it should if not i will call up my ISP, it's just very strange how it dl's blazing and pages load slow half the time no matter what time it is etc.
