If the pumps failed because of lack of power, then they couldn't get any new coolant near the core to remove the heat. So, as long as they can get the pumps back working and water flowing to the core, there won't be a serious problem.

Can a powerplant be effectively restarted after the core has been SCRAMed? Is that a huge undertaking?
