The NFL bylaws vest all power to adjudicate these types of things to the Commissioner. Basically, the NFL clubs, long before Kraft or pretty much any of the current owners were involved, gave authority to the Commissioner to decide issues like this. Doesn't matter if any given club doesn't like it or not, there's very little recourse for them.
