This only comes into play if she is heading into a nursing home, but yes, proper estate planning can include transferring assets into a trust to avoid having the government take it away if/when she goes into a nursing home. This stuff gets stupid complicated/tricky, and is largely driven by taxes. It's not really something you want to try to do it yourself on, unless her cash is all under her mattress.
