Helmet to helmet hits happen all game long and they aren't called. It's only ever called when it's on a QB, a defenseless receiver, or when the runner is wrapped up by another player.

Did they hit him with the crown of the helmet? Looked to me like they just tackled him. Hard hit but nothing malicious.
