No, they didn't miss something. They knew it was there, and in the hours of investigation they completed in which they obtained information that Florio nor any of the public is privy to, they determined that comment was not a physical threat. They didn't twirl their mustaches and go, "Curse that Mike Florio for sharing the truth with everybody! But how do we proceed with our evil plan to make sure peoples' fantasy teams don't have to suffer without Tyreek Hill for any stretch of the season????"

It wouldn’t surprise me if Goodell realized that doling our punishment for words said in private would create a whole new cottage industry of extortion. That, or he acted human for once (provided all the exculpatory evidence some say exists) and realized it was a set-up from the get-go.
