I don't think you can exclude a talented returner from return duties because he's been injured. Especially soft tissue injury.

When your injury history looks like this a year and change into your NFL career, you don't need to be returning punts.

Toney isn't a return specialist, and they obviously didn't want to use Hardman that way early on.

The fact that Moore and Pacheco are doing returns as much as they have speaks to this team has no real return man.

At this point just move on from Kemp and go sign a FA or someone off a PS that has experience as a returner, it isn't that hard.
