They were at 40 men for the Rule 5 (they didn't participate in the big league portion) but they...suck. The roster is bad. How can you look at 40 guys and say 'nah, no room for a guy who's done nothing but hit in the high minors' then keep overaged minor league relievers with no notable pedigree? It's just a series of bad decisions.
