Well in the former scenario that would be a pretty blatant fraud.

In the latter there is nothing illegal. My take is that any adult who got pranked by this should find it funny or at the least, laugh it off. I can appreciate, however, where it sucks for little kids to get pranked like this. Can’t say I find that too funny.
