so, what league rule is preventing KC from having a Fox early game? 98% of the other markets don't seem to have this issue.

Fox covers the NFC, CBS does the AFC. If both teams in the game are AFC, CBS gets the game. I'm not sure how they decide who gets the game if they are a cross-conference matchup.

In cross conference matchups, if the AFC team is the home team the game is on FOX. If the NFC team is the home team, the game is on CBS.

I think it has to do with the local home team market having a home game during that time slot. If you look at Dallas, Cincinnati, and San Francisco, they also have no game on FOX during the early game. Now I am not sure why San Diego has the early game on FOX not shown, but do have the late Minnesota @ New England on in the same time slot.
