Because people always tried to post REPOST in consecutive posts so that it read like this:

It was very rare that it would come out exactly like that by multiple posters. One time the R-E-P-O-S were all there and only needed the T to complete it and some nimrod posted a Q instead.

Since that time, reposts are always marked with a single "Q"
