I don't know about "best", but Snow Patrol is a decent 2000s rock band.

And since Simply Red mentioned the Velvet Underground, I'll say that the Raveonettes are a VU-influenced band of the 2000s who are worth a listen. Particularly their Chain Gang of Love CD and their Whip It On EP. They are also a 2 person band.

Yeah it is. It's a good album, but I don't know if you classify it as Rock.

I actually like all three of their albums, even though they are not even close to the same sound from the first album. Not even close.
