Collinsworth said it was clear that the jersey grab prevented Walller from getting his left hand up.

Terry said the jersey pull didn’t matter because the ball was already in the air (which I’m doubtful that the ball was in the air when he first started pulling the jersey). Then Terry said that the jersey pill must significantly hinder Waller’s ability to catch the ball to be a foul. He said the ref must have felt the pull wasn’t significant.

We all know what actually happened. The ref just decided not to throw it. Pretty simple.
