I wouldn't be surprised to see other conferences that do try to play have a bunch of guys opt out and just prep for the draft.
Certain things just aren't made for a pandemic and amateur sports (lol) seems to be one. |

And who says any school would want to go back to the Big 10 or Pac 12, which will both be in smoldering ruins if they aren't able to play football for 19+ months?

If they open at all, and allow these very same athletes on campus (with students that travel to/from their homes with regularity), how are they avoiding liability if those athletes get sick in a classroom instead of a lockerroom? These athletes are still coming on campus. They're still being monitored by the athletic departments and screened/tested. They just aren't practicing or playing anymore. I fail to see precisely how that significantly diminishes their liability unless many of these athletes simply leave campus (and some absolutely will). Maybe that's their plan.

Take something else into consideration, there are at least 3 states in the PAC-12 that wouldn't have let games happen anyway, I dunno how many there are in the Big 10 in that regard.
