Ask any server and they'll tell you their avg tip is 15 to 18%. Alot of ppl do straight 20% but many still do 10 or 15% that brings the avg down. And then the stiffers.

I tend to tip on a sliding scale. The better the service, the better the tip. I'll forgive a lot if the restaurant is packed, but if it's not and I'm still getting bad service, I won't tip 20% or more just because that's what's "suggested"
