I've been tipsy at many many a chiefs game. When the popo are after you, you don't fight back. Also, its fine to have a few beers at the game. But, to get so plastered that you are like that? wtf? at $8.50 a beer, the guy could be half way to a nice TV.

Now that I've watched the vid, I gotta say, that cop is gonna be doing crosswalk duty for while. You never need to punch a guy in the face when his hands are tied together and you have two other guys holding him down. Also, bad technique by the cops. Three men should be able to get that guys hands behind his back, and his ass hogtied to where he is immoble.
