Years ago I was an admin on a forum and we had subforum to coordinate in-person events. You had to ask to be added to that subforum, and it was only granted to people who had not joined recently (last 6 months or so) and who had 100 or 200 posts or something. It was only after an admin added you that you could see the subforum at all. This worked at keeping the discussion away from prying eyes, and you could also remove someone and they couldn't weasel back in easily. Maybe that sort of a model would work here.
