1. They're close on a deal and the franchise tag isn't needed.

OR

2. Veach gave them a number that they don't like. He won't play on the tag and Veach is going to let him see what he can get on the market.

Any other GM except Veach and I might be worried.

I’ll never forget how this dude built an OL in one offseason. He won’t take any chances with Mahomes.

I do appreciate that he apparently is evaluating guys on the totality of their time here and not overreacting to the postseason when making decisions. Assuming this means that OBJ is gone.

Option #2 is by far the most likely.
