So how did this turn out? I'm expecially curious because I have a somewhat similar situation. Next door neighbor has a dog that he keeps in a cage in his chain link fenced yard. The cage is only about 4' X 6'. The dog barks constantly because it is in the cage. I saw one day that he let it out to run around the yard and the dog didn't bark at all. But 99% of the time the dog is in that cage when it's outside, even when he and his family are outside. The dog is obviously frustrated. There is a small amount of time that the neighbor lets the dog inside, but mostly it is outside. 7am - outside? And the dog drives us nuts because we are on our back patio trying to enjoy it but can't because the dog is barking constantly. I yell to get it to stop. That works sometimes. I have also yelled over the fence to please do something about his dog. I just think the guy doesn't know how or doesn't care. This is the same guy that has gone out and mowed his lawn at 7am on a Saturday morning.

We have a neighbor that just keeps his dog outside all the time in the fenced in yard - its big enough - but Damn does it bark at all hours.

I loathe people that keep their dog caged up / leashed for such a long period of time daily. if you can't spend more time with your dog, don't get a ****ing dog.
