Guess it depends on what 'top program' means... there are schools like Florida, Florida State, LSU, Auburn, Colorado, etc; that haven't historically been amazing. FSU went 42 years without a conference championship, so I wouldn't think they were considered a top program until they were one. I don't think anyone gave a shit about Clemson until relatively recently.

Certain programs benefit by location. Clemson is close to Georgia which is a recruiting hot bed. Teams like Florida and Florida State can win Championships but they need the right coach. Colorado only won due to their coach as well, Bill McCartney.

2007 Mizzou and 2011 Oklahoma State are two more examples of teams that can't win a title. It just simply isn't possible, the football Gods won't allow it.
