Sit them all on an away Thursday night game. Otherwise away Sunday/Monday night game(s). Away night games are hard to win anyway. Look at the Pats, Rams, and Seahawks games from last year.

Suppose Goodell would be happy with that? Holding out the varsity in those matchups?

It'll never happen. but if it did I would propose the league designates which weeks teams rest their starters to make it more fair. Like week 8 of the season .Then week 14. That way both teams are in the same boat.

It's about as likely as the NBA reducing their own schedule even though the NBA schedule is entirely too long.
