The way they put it... I'm not even sure a team in 1940 did it. That's just how far back they've looked. They didn't really clarify it. The statisticians might have just passed out at that point.

Yeah it's kind of odd how they were saying it. Not sure if a team did it in 1940, or if records for it only go back to 1940? You would think that there would be some kind of "box score" data available but the clock rules have changed so much it might not be verifiable.

This is possible. If they're looking at Pro Football Reference like I am, they may have found that there are no game boxscores for 1939 and earlier.
