Why isn’t it a balk when Gausman does that rocking thing and doesn’t pause? Sometimes he pauses, sometimes he lifts his left leg directly after a bounce with -0- pause.

Good catch. It is a balk and sometimes (rarely) umpires do call it on him. Most of the time they do not, though.

Can't remember his name or even his team... But there's some pitcher in the league that basically jumps a good foot off the rubber as he delivers the ball. How is that not a balk every time there's a runner aboard?

There are a few pitchers you could argue in baseball who balk every single time, which is probably why they're able to get away with it.

Part of the balk rule is “trying to deceive the runner.” The bounce is definitely trying to deceive/throw off the timing of the runner.
