Computers Twitter video question

Whenever I watch a video on twitter, it starts out super low quality for the first 10 seconds or so then becomes high quality. You would figure you could jump back in the video to the beginning and it would be cached so it would be higher quality from the start on a replay, but no, it's always super low quality in the beginning.

Is it like this for everyone or is it just me? Is there a way to fix it?

Posting to say it isn't just you, but unfortunately I know no more than you about the reason behind this.

It's bad enough that I've come to hate even getting news from twitter video. It's like, now I know there's something cool to watch, but I know I can't watch it except in potato mode until someone posts it on a non-reerun platform. The worst is soccer highlights. Partially because FIFA is so restrictive about letting clips be posted, then they show up on twitter, so you get a muddled mess of the actual play, then 2 minutes of hi-def people walking around celebrating whatever the **** happened just a moment ago.
