Rudolph definitely contributed, but I don't see anything worth a suspension. Garrett's hit was not late, but he definitely hung on late and unnecessarily.
Garrett will miss the rest of this season and some of next.

What I enjoyed most was the Steelers losing, I always enjoy them as much or more than the Yankees losing and then the Browns will now lose their best defensive player for a few games. That's what I call best case scenario. Now if Rudolph had gone down when hit on the head by the helmet, he could of gotten away scott-free.

Lucky got hit by the open end of the helmet and not the crown of the helmet that could have caused major concuss & or drain bramage.
