The Raiders are right after them and trading down only gives other teams an opportunity to jump you for your player.

I can see that, but I'd think that the Raiders would then need to jump on Penix right away given the same fear of losing him to someone else before they come up again.

Yep, all makes sense, but Minshew is a stopgap. Penix could almost certainly do with some "seasoning," so it would make a lot of sense to bring him in with the option of sitting him for a year.
