Do cops really put warrants out against license plates?

Or is it just a BS reason they give you to pull you over and see if you're doing something you shouldn't be doing? It's happened to me twice now in the past few months. I screwed up this last time, and gave the cop an out (and he was cool about it, no cop attitude bullshit for a change). He came to my window, told me there was a warrant out aginst my plates, and I stopped him there, asking "Is the name ..........". He said yes, and I explained to him what happened to me last time. He looked at my ID, didn't even run it, apologized, and that was that.

SO, should I call the DMV and ask WTF is going on with my plate number and why it hasn't been changed from the previous driver, or is this all just cop BS?
