The issue here is which terminator? If it is the T-100 Arny terminator then Hulk wins hands down. If it is the T-1000 with the Liquid Steel Chassis then there might be an issue. In T-2 Arnolds terminator punches the T-1000 and the T-1000 morphs around his fist. Then the T-1000 commences to beat the ever loving crap out of Arnold.

So Mechanical body Terminator = Hulk wins
Liquid metal T-1000 Terminator = Hulk would have to hit the terminator so hard that little chunks of liquid metal would be detached from the T-1000 and fly off to long distances.

Now if the T-1000 Terminator had extensive files on Bruce Banner he could transform into Betty Ross and then possibly calm the Hulk down to his Bruce Banner form.
This nails it.
