I'm no advocate of what they're doing, but they all have their firearms in an expressly non-active position, draped around neck, holstered, etc.

Fast enough to justify LEOs to approach from a defensive rather than offensive posture.

A LEO can approach gun draw and aimed confident that he'll get off a shot before someone can get their weapon off their shoulder. No so sure if the people has the weapon already in hand, finger on trigger.
