Our work is located on the very north end of the development and being we are going in for permit, our buildings haven't gone vertical yet. Thus, nothing to burn. We need rain and badly here. A few days of gentle showers would be so wonderful, but it will likely be torrents for a brief time, gulley washers, or an insignificant two minute sprinkle.

99.9% chance of this. No one commits arson in the middle of the afternoon. Construction sites are rife with fire hazards, espcially all wood multi-family. Some dumb roofer or plumber got his torch pointed the wrong direction.
