Edit: After cursory googling, I find that there are several variations of Axis and Allies (Original, Revised, and 1942 at a minimum). It could be that you and I are talking about different versions. As far as I'm concerned, the Original version is unbalanced toward the Allies. I don't know about the other two versions.
