As far as I'm concerned, the Original version is unbalanced toward the Allies. I don't know about the other two versions.

I've always played the original. Out of about 30 games (both Axis and Allies) I've lost once. Definitely my highest winning percentage out of any board game.

I've never really noticed many balance issues but you can certainly be screwed by bad luck.
