Maybe it's some sort of agreement with the other networks, so they don't get mad that too many good games on Sunday gets flexed out.
It does suck, though. I heard the only Colts game that can get flexed this year is against the Pats, and they probably won't want to lose the Pats. So, we're going to see way too much Curtis Painter. |

Especially if you have kids. Who would want to take their kids to a Sunday night game, especially on the East Coast where it might not end until 11:30.

You can't tell who is going to be good or bad that early in the season. At the end of week 1 would you have thought Buffalo v. New England was going to be a shootout decided in the last 3 seconds?

week 1 is rather early. No matter how bad a promising team looks in week 1, the audience is not going to abandon the game for week 2.
I'd think flex scheduling should start somewhere around week 5, but only on a limited basis at that point when a team is clearly horrid and/or decimated by injury.

Eh, they already schedule a bunch of primetime games based on market and not how attractive the game looks to the average fan, so I don't think it'll ever happen. They would just end up replacing the Colts/Bucs with the Cowboys/Lions.
