There you have it loud and clear. Pioli could have resigned Carr to a new deal when he came back from the lockout. Instead, he tendered him staying with his old contracct. This meant Carr fell under the old CBA and exceeded the 30%. this meant he became an unrestricted free agent when free agency began.

What does that even tell me? Nowhere does it say anything about a player having to become a free agent after receiving a 30% increase.

Look man, you're wrong. I get that you've heard people say it or seen it tweeted. But plain and simple there is nothing in the current or previous CBA that states a player becomes an UFA if he receives a 30% salary increase.
