Because, by his own admition, one of the main reason Weis was brought in was to "fix the quarterback."

I'm not saying it's all Weis. But, since he's kind of known for being especially good at grooming QB's, there's no reason to think he wasn't a big part of Cassel's turn around/progress.

But reports are out that one of the primary reasons fro Cassel's improvement is the work of Nick Siriani.
