I don't think it's likely.

All 4 divisions have very talented teams. My way too early division order would be:

AFC West

Chiefs
Chargers
Broncos
Raiders

AFC East

Bills
Dolphins
Patriots
Jets

AFC South (Weakest)

Titans
Colts
Jaguars
Texans

AFC North

Bengals
Ravens
Browns
Steelers

I don't see any team getting to 14. 12 or 13 is the ceiling.
