because these guys are probably more open to be molded by whatever the coaches want and ask for, thus they have a bigger upside. ya know it's nice to have a few grooming projects on your team, no matter how shitty they are. all the good teams have guys like this and before you know it they are fit to replace some over the hill 30 something near the end of his big contract.
