Yeesh.

Can't really say I'm a fan of that one. Guy got a fairly light sentence as it was (and got DAMN lucky the girl pulled through) - doesn't seem like commuting the sentence serves the public good here.

Executive prerogative. It just means he has been “punished enough” via incarceration. This happened 2 years ago? So he shaved off 1 year of incarceration. Typically has a lot to do with appeals by the incarcerated individuals family for leniency. Didn’t the Chiefs also promise to take care of her medical needs in perpetuity?
