Refinancing Question

I was filling out an application online to refinance my home today. When I got all the way to the end of the application the banking institution asked for my credit card stating that if for any reason the loan falls through I would be liable for any charges accrued by the bank.

I have refinanced once before and I don't recall having to do anything like that. Is that a normal banking practice? They really didn't state what kind of fees they were talking about or what was the max they could charge. PenFed was the banking institution.

And if you know anyone doing a better rate that 2.5 for 15 years please fill free to let me know.
