Lawless world of "Service Dogs"

I was waiting for a plane a few months ago, sitting on the floor. I suddenly heard panting and slobbering. Turned to see a bulldog drooling like crazy with one of those vests on. The owner, a young woman, kept drying of its mouth. I asked her "Why do you need your dog to fly with you?" She replied, very dramatically that she's a very nervous flier. I simply said, "Well, did you consider driving instead?" She stared crying and left. I didn't see her on the plane.
